Continued by Lind Stimberley - Before any house can be registered as a brothel, (such as defined in section 2) it must be defined in precise terms in a Magistrate's Enquiry, and its suitability, together with the character of inmates which it is to be assigned, must be reported on, before the certificate of registration is issued ("Citation"). This provision, along with the existing powers granted in Section 12, will, it is hoped, prevent the overcrowding and other insanitary evils presently denounced by the Colonial Surgeon (30 August), and others.

By Section 8, a register of the names of inmates, ages, dates of selling and leaving or entering is to be kept by the Registrar-General, with a fee of £10 to be stepped up by the Registrar-General. This is now done, but it will be well to render the registration compulsory.
